Why are shipping rates volatile?

What are the usual methods of freight payment?
We accept collect, prepaid and open account methods. Collect method is when the consignee (the person receiving the goods) pays for the freight charges at the time of delivery. Prepaid method is where the shipper pays for the freight charges before the goods are shipped. While open account is when the shipper ships the goods then sends an invoice to the consignee who pays at a later date.
